Finnish NESA Delegation at Autostrada: Sharing Experience on Infrastructure Resilience in Wartime

We were pleased to welcome to Autostrada the distinguished delegation of the National Emergency Supply Agency of Finland (NESA), along with leaders of Finland’s key institutions and companies responsible for transport, logistics, infrastructure, and national crisis resilience.
The purpose of the visit was to study Ukraine’s experience in operating critical infrastructure during wartime and to exchange practices that help ensure the continuity of essential processes even in periods of the most severe challenges.
NESA's operational model, highly valued within the EU, is built around ensuring national crisis-readiness. This is precisely why the Finnish side expressed strong interest in our experience: work in de-occupied territories, rapid restoration of critical infrastructure, protection of energy facilities and logistics routes — these are real cases in which Ukraine is now pioneering globally.
The Finnish delegation visited one of our sites — the reconstruction of Kharkivske Highway in Kyiv — where they learned about the organization of construction processes, logistics, and approaches to infrastructure project management during a full-scale war.
During the meeting with Autostrada CEO Dmytro Troekurov and the director of Autostrada’s design institute, Leonid Rybitskyi, the parties discussed in detail the company’s key areas of work, which today play an essential role for the country:

Restoration of evacuation corridors in the Kharkiv region;

Construction of protective systems for frontline roads using anti-drone nets that create an effective barrier against UAV attacks, including FPV drones and kamikaze drones;

Reconstruction of bridges, including one of the largest infrastructure projects in the country — the bridge complex over the Desna River near Chernihiv;

Restoration of critical water infrastructure, including the construction of the Mykolaiv water pipeline, which returned high-quality drinking water to the residents of Mykolaiv;

Construction of protective systems for energy infrastructure facilities.
We are grateful to our partners for their attention and readiness to cooperate. We believe that the exchange of experience between our countries will help strengthen the resilience and security of both Ukrainian and European infrastructure.
